Title: .dll files

I am having problems with various different programs, including Patch my PC Home Updater, O&O Shutup 10++, Winhance and Audacity not working/refusing to open. There are several others additional to these. They all used to work fine before this problem started a few months ago.
They bring up a notification from Windows security titled "Part of this app has been blocked." It then states that some features of the program may not work because we can't confirm who published the .dll file that the app tried to load. It is essentially the same message for each programme, it just mentions a different .dll file, but the extension is always .dll . For Patch my PC, the file is ModernHomeUpdater.Controls.dll .
So, what is a .dll file? How can I deal with this issue so that I can run the programmes again?
