Dell has made a rather significant change to Dell Command Update [Universal] version 5.5 in which it requires Microsoft Windows Desktop Runtime 8 as a pre-requisite.
Dell notes:
DellClientManagementService is deleted when the DCU 5.4 to DCU 5.5 upgrade takes place when .NET 8 is not installed on the client (Upgrade & Fresh Install): DCU 5.5 needs .NET 8 for a successful installation. Otherwise, the installation may rollback and previous version of DCU may be removed.

So just on this does the pre-req dotnet-runtime-8 get added to the dell update package? Or is something we have to do manually.?

Deploy .NET8 with PMPC as an app with no assignments, and then in InTune set that as the dependency for the existing 5.4.x package if you've not done a sync already. If you have sync'd already then link the .NET package to the DCU5.5 app & update packages.
PMPC as I understand it will bring the dependency forward to future synced versions.
