Title: GIMP download failed / aborted -- Could not create SSL/TLS Secure Channel

"WebClient reported an error during download: The request was aborted: Could not create SSL/TLS secure channel."

The URL it's trying to download from is https://download.gimp.org/gimp/v2.10/windows/gimp-2.10.34-setup-2.exe

I can't reach the URL in IE from our server, but I can in Edge, and also I can ping it.
The IE error says it might be related to TLS. However, TLS 1.0, 1.1, and 1.2 are all enabled.

Not sure what else to try. All my other apps are working fine.

We stopped using GIMP since no one replied to us. You can close this ticket.
