Says 27.1.3 is what I should have installed

currently running 27.2

Yes, the recent upgrade of OBS to 27.2.1 didn't make any difference.

This probably means you have 2 versions installed in the same time, please check and make sure to remove the older one

Ok, this is interesting... There's only one version installed on my pc. yet....

You should check this in the PMPC application, since PMPC uses its own information, see the uninstaller section and use it to remove any additional OBS installation.

Edited the registry to match the installed version. Hopefully OBS updates the regsitry correctly on it's next update. Problem solved, for now.
