Title: Provider Load Failure

I am not sure if this a a program bug....

Noticed there is a long delay after trying to start program.
An error message was displayed.
Microsoft .Net Framework - Provider Load failure.

This happened after upgrading Windows 10 to Version 1909 and
KB4533002 update for .net Framework 3.5 & 4.8 for Windows 1903 and 1909 was installed.


Note: I just uninstalled KB4533002 and was able to run PatchMyPc with no problems.
