XnView is a image viewer with some extra tools.
It's freeware and installer supports /silent or even /verysilent switch.

Then there is also a new and enhanced version called XnView MP, this is still V0.9 but very stable and considerably faster, supports multicore, ...

Both can be installed side by side and don't interfere with each other.
Both are available as Setup with /silent or /verysilent switch and also as portable app in a zip archive
